Added 2 maps railgun and battery.

Removed battery and replaced with Transmitter.

Changed the recharge stamina on medics,soldiers and increased spawn time from 10 to 12 seconds.

Because to many cryed about it.They said 10 is to little and its hard to win some maps the enemy respawn back to fast and on some maps was true so i changed it.Remember deafult settings are at 15 seconds.

15 sec is, like, FOREVER cry

I guess I can handle this knowing the fact that 15 sec is default though happy
